I concede that in some cases a public official will obtain success and respected as effective leaders in short term. However, if public officials commit themselves to a long term objective and to be really effective, they must have a strong faith on the ethical and moral standards.
In the first place, in a short term, many public officials who abandon their ethical and moral standards can also reach their political goal. For example, some officials employ diplomatic and rhetoric methods to obtain and wield their powers. And many times, some public officials breach ethical and moral standards but still considered as effective leaders. The sex scandal of former president Clinton can better illustrate this point. Although the image of Clinton was belittled by sex scandal, public also must recognize he is an effective leader when considering the performance of him such as he decreased the rate of unemployment to the lowest point in American history. In addition, some ill conducts such as acting upon a private or business interest instead of public seem not undermine the effectiveness of a public official. Therefore, people in common conceive that a public official is unnecessary to maintain the highest and moral standards.
However, although some public officials can reach their short term goals at the absence of morality, for a long term goals, they must resort back to the highest ethical and moral standards. As a western saying showed, a politician thinks of the next election, the statesman, of the nest generation. History has witness a really effective leader must be a person who can sustain temporal trials. G. Washington, the first president of United States, was the eminent example of an effective and successful leader combined with high ethical and moral standards. His insistence on the resistance of despotic government gained people's respect and admire for many generations. And the same, Mahatma Gandhi and Martin Luther King, who advocate the civil disobedience, devoted to the equality and civil rights and also will be remembered by history for their loftiness.
Moreover, ethical and moral standards are intangible power that a person can not seize by immoral measures but can affect deeply the effectiveness of the leadership. The violation of the highest ethical and moral standards will lead to many deleterious results. Firstly, the image of private and the government will be undermined by such actions. Thousands of scandals of public officials such as corruption, appropriate have undermined the image of government severely. The discredit from public will block the complement of some policies and even some laws which will comprise the effectiveness of public officials ultimately. Secondly, an immoral leader normally fails to obtain respect from their subordinates and lead to the disharmony of the whole government. Without a concord, how can a policy be executed effectively let alone to be an effective leader.
